The individual NeoPixels will be wired up to pin A1 (to the data IN pad), VOUT to + and G to -.

Each NeoPixel's OUT pad will be wired to the IN pad on the next pixel.

If you want to add an on/off switch, you can plug the battery into a switched battery extension cable.  These are really handy since they're so clicky and tactile that you can turn your project on or off purely by feel and squeezing through the bag.
